ICC introduces new no ball rule

The International Cricket Council (ICC) has introduced a new playing condition for Tests, One-Day Internationals (ODIs) and Twenty20 Internationals (T20s) that instructs the umpires to call 'No ball' whenever a bowler breaks the non-striker's wicket during the act of delivery. 

This playing condition will come into effect on 30 April, and the first international match to be played under the new regulation will be the first ODI between Zimbabwe and Bangladesh in Bulawayo on Friday 3 May. 

The MCC had previously addressed the issue after England fast bowler, Steven Finn, did it repeatedly in Test matches. South African skipper, Graeme Smith, had told the umpires that it was a source of distraction and it was subsequently called a dead ball. The ICC have taken a cue from the MCC now to introduce the rule in International cricket. The ICC Chief Executives Committee approved this recommendation at its March meeting in Dubai. 

ICC's General Manager - Cricket, Geoff Allardice, said: "The recent interpretation used in international matches to call 'Dead ball' when a bowler breaks the wicket during a delivery has not adequately dealt with this situation." 

"The Marylebone Cricket Club (MCC) recently decided to address this issue by introducing a new 'No ball' Law from 1 October 2013. The ICC Cricket Committee noted the MCC's decision, and recommended that an ICC playing condition, mirroring the new No ball Law, be introduced to international cricket as early as possible." 

Mr Allardice added: "The ICC has decided to introduce this playing condition five months prior to the MCC changing the 'No ball' Law because there is a lot of important cricket to be played before 1 October, including the ICC Champions Trophy in June."

Sangakkara sweeps up major awards

Alan Isaac takes over from Sharad Pawar

New ICC President: Alan IsaacSharad Pawar's tenure as International Cricket Council president has come to an end and New Zealand's Alan Isaac will take over from the Indian for a two-year term. 

Isaac, who was the ICC's vice president for the last two years, will be the board's eighth president and the last one to hold the post in its current shape as it will become a ceremonial role once he steps down in 2014. The ICC also plans to abolish the post of vice-president and create the post of Chairman after 2 years. 

"When I look at the list of previous presidents, I am reminded of the importance of this office. In the midst of my pride at being chosen as president, I recognise that there is, of course, much hard work and much progress needed if we are to maintain the game's current healthy state," Isaac said. 

"I believe that the challenges ahead are no less daunting than those we have faced in the last two years if we are to maintain the vibrancy and viability of the three formats of the sport. We are fortunate as a sport -- indeed unique -- to have three different formats at international level. 

"We will all strive not only to preserve those formats but to build on their foundations. In that way the ICC will continue to oversee a great sport and we will all work to make it even greater. I look forward to serving the game with honesty and integrity and to the best of my ability. I look forward to handing on the guardianship of the sport with the game enjoying even greater health," he said. 

In other appointments, former South Africa wicket-kepeer David Richardson was confirmed as the new chief executive of the world body, taking over from countryman Haroon Lorgat. 

Richardson, after being confirmed as successor to Lorgat who stood down after four years as the ICC Chief Executive, said, "It is a real honour to be confirmed as the ICC Chief Executive and I want to pay tribute to Lorgat. 

"I have learnt much in the last four years and I inherit a game in great health with much to be optimistic about. I look forward to building on that and tackling the challenges ahead," Richardson, who played 42 Tests for South Africa and has been ICC's General Manager -- Cricket for the last 10 years, said. 

Until the end of the 2014 Annual Conference, the role of the ICC President will remain in its current form, but from the end of the 2014 Annual Conference it will become ceremonial in nature with a term of only one year. The term of office for the new role of Chairman will be 2 years. 

Russia and Hungary were confirmed as new Affiliate members of the ICC but Switzerland was removed as an Affiliate member having been suspended at the 2011 Annual Conference for failing to comply with the ICC's membership criteria and remaining unable to do so by the 2012 Annual Conference. 

There are now 106 Members of the ICC. 

The ICC Annual Conference is made up of representatives of the 10 full members, 36 associate members and five affiliate regional representatives. 

ICC to vote on amending presidency

The ICC will on Thursday vote to amend its constitution, with the aim of making its presidency a ceremonial post with a one-year term. If the motion is passed, as is expected, it will come into effect from 2014 when Alan Isaac's term as ICC president, which begins tomorrow, is completed. This will also lead to the other proposed administrative change - the creation a paid post of chairman - and a decision on the future of the vice-presidency being taken up at the next meeting in October.
The Executive Board, which is chaired by the outgoing ICC president Sharad Pawar, finished its official meeting in Kuala Lumpur on Wednesday with another short discussion on pending and inconclusive matters. On Thursday, the ICC's full council will take up the constitutional amendment regarding the presidency. This will be the fourth constitutional amendment in 16 years to the post of president, which has gone from rotational to candidature to ceremonial, inevitably suiting the requirements of the ICC's Board.
The resolution to amend the constitution will require the support of eight out of ten Full Members as well as 38 out of the 50 votes in the full council. According to the ICC's current voting system, the ten Full Members and the 35 Associates have one vote each, while the 60 Affiliates are split into groups of twelve, each of which has a single collective vote, adding up to a total of five. It is expected that Thursday's meeting should not last more than an hour and the resolution should be passed without demur.
The full council is also expected to discuss the recommendations of the Woolf report, which suggested a change in membership criteria. The Associate and Affiliate members were briefed by ICC match referee David Boon and Rahul Dravid during a session held on Wednesday afternoon. While replying to questions, Dravid said it was his personal opinion that he supported cricket for the Associates in order to spread the game, but confessed to being "stumped" when asked by Affiliate representatives why it was that 56% of ICC members, which included Afghanistan, were not given enough attention.
On Thursday, Isaac will succeed Pawar as ICC president and Dave Richardson will take over from Haroon Lorgat as its chief executive. There is also a strong possibility that a successor will be named to Clive Lloyd as chairman of the ICC cricket committee. IS Bindra's four-year term as the presidential advisor will also come to an end.
